
Policy – Worklist: Understanding Worklist Statuses
This article explains every status you will encounter on the Modular platform Worklist — what each one means, when it is set, and what action (if any) is required.
Overview
The Worklist is your central hub for all policy transactions. Every item has two layers of status: the Work Item status (the overall container for a transaction) and the Version status (the individual quote or policy version within it). Understanding both layers helps your team know exactly where each file stands and what needs to happen next.

Work Item Statuses
A Work Item is the parent container that holds all versions of a transaction — for example, all quote versions for one policy. The Work Item status reflects the overall state of that file.
Open
Open is the default view when you land on the Worklist. It includes all files that are still active which means both: Pending and Active. You can filter within Open to see just one of those sub-statuses.
Pending
A Work Item is Pending when it is open but has not yet been assigned to anyone and no one has started reviewing it. Use this status to flag files that are waiting to be picked up.
TIP: Use Pending to indicate a file is in the queue but not yet being handled. To move it to Active, use the Assign feature in Manage to assign it to a team member AND manually set the status to Active — these are two separate steps.
Active
A Work Item can be marked Active when it has been assigned to a team member and is currently being worked on. Setting a file to Active signals to the rest of the team that someone is already handling it, preventing duplicate effort.
TIP: Use the Assign feature in Manage to assign a Work Item to yourself or a colleague and set the status to Active so others know it is being handled.
Closed
A Work Item is Closed when no further work is required. There are two ways a Work Item can close:
- Automatically — when a version within the Work Item is Issued, the system closes the Work Item automatically. Auto-closed items cannot be reopened. To start a new transaction for the same customer, go to the closed Work Item and select Start New Quote from the Action menu.
- Manually — a user can close a Work Item via Manage when no further action is needed. Manually closed items can be reopened through Manage.
Version (Policy) Statuses
A Work Item can contain multiple versions of a transaction. Each version tracks its own status through the quoting and issuance lifecycle. Only one version can be In Progress or Advanced at any time within a Work Item.
In Progress
A version is In Progress as soon as a user begins entering information in the quote module. A Reference ID is assigned immediately. The file remains In Progress with each Save & Exit until the user submits the quote.
- All fields are still editable.
- Selecting Save & Exit returns you to the Customer Profile and saves the version as In Progress.
- To resume, open the Work Item and select Open Quote.
IMPORTANT: Only one In Progress or Advanced version is allowed per Work Item at a time.
Quoted
A version becomes Quoted once the user selects Quote on the Quote Summary screen. At this point the version is locked — no fields can be changed or amended.
- To change any information on a Quoted version, use Copy Quote or Start New Quote. Copy Quote creates a new In Progress version with a new Reference ID and Start New Quote creates a new parent Work List item.
- To proceed to issuance, select Continue. This advances the version to Advanced status.
TIP: Always fill in the Description field before quoting so team members can easily identify versions — for example, note differences in deductibles or coverages.
Advanced
A version moves to Advanced when a user selects Continue from a Quoted version. This is the pre-issuance stage — additional fields required to Issue (but not to Quote) become available for completion.
From an Advanced version, a user can:
- Select Issue to issue the policy (once all required fields are complete).
- Select Exit to save progress and return to the Work Item later.
- Select Discard to remove this version — for example, if the wrong version was Advanced.
- Select Copy Quote to create a new In Progress version based on this one.
IMPORTANT: Only one In Progress or Advanced version is allowed per Work Item at a time. If one already exists when you select Continue, the system will automatically discard it and warn you before doing so.
TIP: Advanced the wrong version? Use Discard to remove it, then go back to the correct Quoted version and select Continue.
Referred
A version is Referred when it cannot be automatically issued because it has triggered one or more underwriting rules. The Work Item will appear in the Worklist flagged as Referred.
- An authorized underwriter must review the Referred version.
- From the Worklist, the underwriter can Issue (approve), Amend, or Decline the version.
- If the underwriter needs to make changes, they can Copy the version — this reopens all fields as a new In Progress version (referred to internally as Accept with Changes).
IMPORTANT: Referral is role-based. Users with the appropriate underwriting role can Issue or Decline directly. Users without that role will trigger a referral again if they attempt to Issue.
Issued
A version is Issued once a policy has been approved and issued. The Work Item closes automatically at this point. Both the Issued version and the original Quoted version remain visible in the Work Item history for reference.
Reversed
A version is Reversed when a previously issued policy version has been reversed. The transaction is undone and the version returned to its prior state.
NOTE: When a reversal occurs, the system creates a closed Work Item in the Work List, so the full sequence of policy events remains visible. No further action is required on a Reversed version.
Discarded
A version with a Discarded status has been removed from the active workflow. This can happen in two ways:
- Automatically — when a user selects Continue or Copy Quote on a Quoted version, the system will automatically discard any existing In Progress or Advanced version within the same Work Item. The user will receive a warning before this happens.
- Manually — a user with the appropriate permissions can select the Discard action on an Advanced version (for example, if the wrong version was Advanced). This frees up the Work Item to advance a different version.
Declined
A Referred version is Declined when an authorized underwriter reviews it and determines it should not be issued. A decline reason must be selected at the time of declining, and this is captured for reporting purposes. Once Declined, the version is no longer active.
