Purpose
This update ensures referral rules are evaluated consistently throughout the policy lifecycle, reducing unexpected referral behavior and improving reliability when quotes move between stages.
Overview
Referral handling has been enhanced so that referral conditions now evaluate against the correct policy lifecycle stage at the time an action occurs.
Previously, referral logic could behave inconsistently when a quote was advanced—particularly when moving from an In Progress state. With this update, referral conditions are aligned to the active lifecycle stage (such as Quote, Advance, or Issue), ensuring the appropriate rules are applied at the right time.
This change improves predictability, transparency, and confidence when managing referrals across quoting and policy issuance workflows.
Expected Behavior
Users can now expect referral handling to behave consistently across all lifecycle stages.
Specifically:

Referral conditions evaluate based on the current lifecycle stage, not a prior or default state.

Advancing a quote from In Progress will correctly trigger referral logic applicable to the Advance stage.

Referral outcomes (such as referral required, accepted, or cleared) will reflect the rules configured for that stage.

Quotes that were previously referred will continue to respect their referral status unless lifecycle-appropriate rules dictate otherwise.

A quote in In Progress is advanced.

Referral rules configured for the Advance stage are evaluated.

The system applies only those rules, preventing unexpected referrals tied to earlier stages.
Steps to Confirm Behavior

Open a quote that is currently in an In Progress state.

Advance the quote to the next lifecycle stage.

Continue the workflow through Quoted, Referred, and Issued stages as applicable.

Confirm referral behavior remains consistent at each stage transition.
